Why can't governments do anything about the homeless?
Look at pic attached. A basic apartment layout that people out there actually live in, which barely takes up any space. How hard can it be to construct a facility with many of these for them to stay in while giving them the help to get back on track?
Even the lazy ones who may just stay there, that isn't leeching that much. It's just a small space, and you can have a minimum work requirement to keep a place.

The amount spent on the wars in the Middle East in the recent past far exceeds the amount needed to build cheap and affordable housing somewhere, or across the US.
But it's basically a massive handout.
I specifically know people in Canada and Japan that purposely don't work and get free shit. In Japan, we're talking on the order of 1k/mo USD. This is plenty to survive there (as cheap apartments can be as cheap as 350/mo). You've heard of NEETs and "hikikomori". These words exists specifically because of that phenomenon. I hear people pull the same shit in the UK, too.
