Purely for the sake of reducing chaos, it is technically illegal to capture slaves or murder kobolds inside the city itself, but these laws are much easier to break than most, as few care to enforce them. Kobolds aren't the only race treated poorly. Humans are the dominate race in this part of the world, and they are a cruel bunch.
