it's viewed as bad for a few reasons, primarily because as soon as it came out every fuccboi and orally fixated 57 year old ex smoker took their vapes and made a point of vaping everywhere they couldn't as smokers. Stores, restaurants, etc. So whenever someone saw a vape they also saw an asshole making the air smell like bad airfresheners and purposely blowing smoke in their face with a smug smirk.
Not saying all vapers do this, but that's the depiction because that's what we all experienced early on.
Beyond that, it's the same annoying stuff as weed culture. Practicing blowing rings, nerding out about juice ratios, "muh better than smoking" lectures, etc. Basically forming your identity (or allowing your identity to be unknowingly swallowed up by) vaping.
Plus, it's widely used by teenagers so anyone who isn't a teenager will look down on it for it being associated with annoying 15 year olds.

I vape because I use doctor-prescribed cannabis medicinally for a gastrointestinal issue. I never have used it recreationally. I vape because edibles and tinctures are not very effective because they take too long to get into my system, and smoking is bad for your lungs.
If you pull out a cigar in public, and start chewing on it like you're some kinda big shot oil tycoon, everyone thinks you're just as big a faggot.
