StF, The Grey Race, and No Substance are the nadir of Bad Religion albums. They're all equally terrible in my opinion.
It started even earlier. Recipe for Hate has some excellent songs, but also has Kerosene and Watch it Die with Eddie Veder sounding like he's about to die.
All of those mid 90s albums were terrible. It wasn't until the Process of Belief that they turned a corner and even then, later albums have never been top to bottom good like Suffer / No Contol / Against the Grain
