I'm against the death penalty in whole and I don't think you should be punished by the government for your thoughts. You see, development and age aren't the things people look for mostly. We concern more about health. In a society full of obese and unkempt people, the teenager who is obsessive about appearances simply shines as a sexual beacon. And even a child can be a glowing icon of lust when the options of sexual fortitude are dismal in the adult range. However given better options for sexual involvement, the children become less interesting. This goes not only for the health factor of people but also the social involvement possible within a society. Often times children are victims because they are far easier to coerce into conversation than judgemental and nitpicky adults. So by way of ease, a child can become a more fulfilling partner.
Ultimately, it is the conditions of a society that create the balance of monsters they have to deal with.
