There should be 3 options for Gender or Sex.
1 Male
2 Female
3 Intersex
Lots of people are ignorant to or just forget about intersex. There are a truly unfortunate few people per million that are born with parts of both male and female reproductive systems, or where the nature of their gonadal tissue ( testicular or ovarian) and the externally visible sex organs they are equipped with differ. Surgery can be a possibility for these few disfigured people, and most who can be normalized choose to do so, but some choose to remain sexually retarded also.
That said, I have no problem with people being one gender and choosing to act in opposition of that gender. Transvestites, sissies, cross dressers, etc. Your fetishes and sex life should be your business, not the government's, but just because you like to pretend that your a girl with a dick does NOT mean you should have the right to use the women's restroom in public.
The only way one SHOULD be allowed to change their Sex / Gender is through Sexual Reassignment Surgery. If you are willing to go to that extreme, then everyone, including the government, should treat you as your newly assigned sex.
