water vs ink would suggest it just doesnt work. I think you have a severe conceptual misunderstanding of wallpapers. You can use images of a near native resolution to your monitor as your wallpaper without it just not working, and with how close to 4k the one in question is, it would be of nearly negligible "blurriness"

The image is not at least 3840px wide and 2160px high.
It is therefore not a 4k background.
If you claim it is, you are wrong.
The upscaling thing is entirely too subjective and doesn't have anything to do with whether the image is 4k.
If you have an image of 3839px wide and scale that up to 3840, EVERY pixel gets mixed with its neighbor. In the middle every pixel is 50% of 2 pixels. Given that, I would never use an image with smaller dimensions than my screen.
