Im a server in large city that more or less revolves around service industry style jobs has a healthy music and night life scene with ample opportunities for social and love life. My rent is probs a bit higher than yours because cost of living in places people want to be generally is higher etc. I have no formal education and only work 3-4 days a week to make my rent sharing a house with one roommate. I make my point to state you can if you wish to have a life outside of a town who's best employer is a wal-mart.
You just have to be willing to take the chance for yourself and look beyond your own self pity and demoralization.
I once did unloading trucks for a wal mart Mostly with the cons and blacks in one town on my journeys to find said place.

Not OP but I used to work at Walmart. They can't stop you from stealing, just call the cops. If they suspect you're stealing or actually stole something, they'll follow you but if they lose sight of you for one second, they can't do or say anything because you might have put it down in that second and they don't want to risk a lawsuit. So if you're stealing and you think you're getting followed, just sprint down an aisle and put it down and you'll be fine
