I think it's because there are two main ways to learn math: concept and memorization. Someone who learns by concept never memorizes what 6+7 is, knowing they can just add them together manually each time. This makes basic arithmetic slower and an intermediary step useful. I'm one of these people though, so I know it also pays off in higher math. I was the sort of person who wrote out proofs to derive formulas on the back of my test instead of memorizing them. Calculus was a breeze. People stuck trying to memorize everything couldn't keep up.

Which means instead of teaching math, they're teaching how to do math inefficiently. Following this logic; 12 + 18 = 30; but instead of adding the two numbers, you add the 2 and the 8 to get another 10 and then solve it as 10 + 10 + 10 = 30. The problem is that when they teach that at that level and ONLY accept that as the correct answer and don't accept the traditional answer creates a mindset where students are scared to do math intuitively in their head. They now have the fear of trying to come up with an answer that common core accepts instead of allowing people to be creative in following the rules of math as long as it still leads to correct logic in solving the problem.
