Just a note from history. Capitalist countries build walls to keep people out. Communist countries built walls to keep their people in. The real problem is that the cartels have been allowed to run the entire country of Mexico. Everyone is in their pockets and they have people across the country and no one will stop them. Instead of fixing their own country, Mexicans have opted to run away to America. Those that do stay and try to fight are killed brutally. It's like a post-apocalyptic warzone down there. The cartels will still be there, their C&C groups don't come over the border via land. They fly in on active visas because the US is also corrupt as fuck. The only things it will do is waste money and ensure the cartels start hiring US poors for their US operations instead of having them smuggled in like they do now. (Or they'll shift all their human smuggling activities to air and water ways.)
It would be both cheaper AND more effective to send the troops in to deal with the cartels.
