I'm in Aus so might differ from America, but I used to work in a 'job services' company here - our job was to help people on welfare get back into work.
I don't have any hard numbers, but I'd say that only around 10-15% of people were lazy, professional 'dole bludgers'. These were the people who would do anything NOT to work, and who were content to keep getting handouts their entire lives. Very scummy people.
But the rest were people who were either just unlucky, mentally/physically disabled or were going through a bit of a rough patch. It was heartbreaking to see how many 50+ year old people who had worked physical jobs since they were 15 and simply couldn't do it anymore (broken backs, bad knees etc) had such a hard time re-skilling and being accepted back into the workforce. Then there were people who simply couldn't support themselves and had no family/friends/support network to fall back on (mentally unwell). You can't just let the defenceless starve to death, that's not the sign of a strong, capable society.
Welfare is necessary and you shouldn't throw the baby out with the bathwater, but it definitely does need to be controlled and administered better here in Australia.
The Japanese have it right - they have a strict, controlled and caring welfare system that hardly anyone chooses to use because their society is so family and honour-oriented that welfare is the LAST resort if something bad happens.

When the government spends 100 dollars into a lower or middle class person, they spend it on a business or service, where it gets taxed, and paid out (ie taxed again) to a worker, and all around circulated.
All that money is just being dumped back into the system. It isn't going anywhere at all. The government gets every penny of that back provided it isn't being sent out of the country, and before they see it back, it goes into supply and business and helps create and maintain jobs.

I absolutely agree with the charity aspect of things. when I was a kid my mom was really struggling to keep the bills paid and just could not do anything for Christmas. there was this family outreach program that contacted my mom they told her basically that if she wanted to she would be entered into a secret Santa program where a family more wealthy would pay for our Christmas. It was the best christmas we had growing up and I had only till a few weeks ago thought my mom had payed for it, but in truth it was the family we still to this day don't know who they were but they gave me a Christmas to remember.

So, I guess I'm a little biased, but I don't think welfare is inherently a bad thing. If it's used correctly, I don't see an issue with paying my own tax dollars towards it. I only see an issue with it when I see people intentionally abusing it to avoid working.
Luckily, my employer offers an education reimbursement program. I'm already enrolled and they'll reimburse me a certain percentage of my tuition based on the grades I make. I'm a floor worker right now, but once I receive my degree, I'm going to be moved into a salaried supervisory position. I'll make too much then to qualify for Medicare. There's always a path forward, you just have to be willing to go for it.

Welfare with a growing population, especially in the poor areas in horrible.
