It's called a hachimaki and it's really just a symbol that the wearer has dedicated himself to achieving a goal. They're still worn today by sports fans, students, etc.
In this case, you have the "Rising Sun" which was Japan's national flag during the war and there would have also been words or slogans about death on either side. Wearing the headband means he's dedicated himself to die for Japan.
