Not at all. The penis is an external organ and it's size is linked to hormones, if your dick had a bone or was constrained by other organs you'd see a correlation. No study I've seen, and i've seen a lot of them, finds a correlation between height and dick size. Nutrition does affect hormones and your body chemistry though, so that's a factor to take into account.
The american studies i've checked (which more or less cancel the nutrition variable) that do show some contrast in race put blacks and whites within .25" of each other at best, in length, that is.
Length is slightly skewed in favor of blacks.
Girth is skewed in favor of whites, though. So your statement is not wrong, as girth will always add more overall volume and therefore be bigger.
Regarldess, we're splitting hairs here. The fact is at least half of men regardless of race are below 6 inches.
