Because you're too busy and distracted through the day to just sit down and think about stuff, but when it's bed time it's just you and your brain alone with your thoughts in a dark room.
I get around this by just listening to something to drift off to. Either relaxation tracks, forest/beach ambience, hypnosis mp3s or whatever.

There 2 main reasons for that :
1) in the evening you're more tired. Being tired makes you more emotional. You may lack of sleep.
2) The lack of light influences the mood, which might also contribute to a more "emotional" state.
