That's just flat wrong. Clinton's last year in office did result in a $236 billion surplus, but Bush's first year in office also resulted in surplus ($128 billion).
Bush's last year in office resulted in a $459 billion deficit, the highest ever. But the Stimulus was passed after Obama took office, and signed by him, resulting in a $1,413 billion deficit in his first year. In fact, his first 4 years in office all involved a deficit over $1 trillion. That did drop to $585 during his final year in office.
