1) put downloaded video in a folder
2) ffmpeg -y -i filename.mp4 -vf palettegen palette.png
3) ffmpeg -y -i filename.mp4 -i palette.png -filter_complex paletteuse -r 10 -s 32x32 filename.gif
4) Post it.
