It depends. Again, there are a lot of small towns in Russia. And they are not really progressive compared to other countries.
I mean, for example, if you take an average high school class (30 kids), you can expect that at least 3-4 kids are attending a local musical school, 3-4 kids are attending a local art school and so on. There are no night clubs there, no some kinf of fancy shops. So, I would say there's a much higher chance to find a decent girl in a small town.
If we talk about Moscow, girls there are probably the same as anywhere else.
