Been smoking for 6 years now. I've had a lot of top quality stuff but i've had my fair share of your OP pic. I wouldn't pay more than $20 for that bag in the OP. It looks pretty bad.
However, if your tolerance is low it'll still get you high. I bought an ounce of some similar quality stuff for $140 one time and I would just shotgun bowls back to back and stay faded.
A lot of people claim low quality weed gives you headaches. This could be due to bad taste and consuming more/holding the hits in longer and starving the brain of oxygen, but meh.
Look to your friends, co-workers, and family for better plugs. Find the most reliable most career guy and try to stick to him. Keep a small jar in your car.

Just buy a $10 scale off Amazon. Even if it's inaccurate it's still helpful. Don't even freak out about something weighing up 0.1 or 0.2 off, but any more and it's less likely to be an accident.
Also, dry weed isn't all bad. The super sticky super crystallized shit you see in google is literal 11/10 shit. It's not your everyday shit you can find on the streets at a reasonable price. Depending on where you are and where it's coming from it exchanges from hand to hand to city to state and by the time its even ready to sell it can't look like that.
