Try a degreaser or belt restor spray. Or tear it down and sand the clutch pads a bit

Best best is some kind of degreaser. Give it a good spray with some carb cleaner or break clean. Dry it off real nice and give it another spray. Also does it have a choke? You probably already tried that since you know some basic maintenance.
i have not yet taken off the shell and looked to see if the clutch will engage when it reaches speed

If it's not running reliably, check the fuel filter, spark plug, plug wires and magento. Make sure there's no broken wires or worn components. Those little 2 stroke engines are as simple as they get, shouldn't be too hard.
If you get it running reliably, try the soapy water again and give the clutch a good soak and scrub, dry it off real nice and dry and give it a good run. Be careful to make sure it doesn't slip too much, you don't wanna burn the clutch
I had a similar problem with my tractor i bought off some idiot. He said brakes didnt work. Took it apart and found out he put axle grease on the rotors.
I ended up using brake cleaner, a LOT of it. Wear nitrile gloves and do this in a well ventilated area.
