Ulfric is a Thalmor sleeper agent, the game even tells you this. The Empire was ready to declare war on the Sumerset Isles when the Civil War happend, forcing the empire to send a lot of resources up there. The Markath incident wasn't even Ulfric idea, it was the Thalmors idea.
If you want to side with the Thalmor, side with Stormcloaks.
tbh I joined everything in the first playthrough.
Not even a mage myself but I joined them anyway. So give them all a chance or just stick with your own character and see what could fit him the most.
Do the main questline (Dragonborn). Thieves Guild is OK. Mages so-so. Companions OK. Dark Brotherhood probably the best but that's not saying much. Dawnguard is good too, there's that cute vampire, I'd hit her.
All in all Skyrim is a 10/10 game but man the faction quests are a mess and don't give you any sense of satisfaction. Basically just fuck around, explore, most "random" quests are far better than faction quests.
The brotherhood really cared for me (except for that one character) but man they're crazy.
And didn't even like the final big mission against an important target neither, but the armor looks nice, also the horse.
