I moved into a duplex with my mom and myself living upstairs, and my sister and brother in law and kids downstairs. my problem is this: my brother in law is an aggressive, anger fueled manipulative drunk who goes to the bar after work, and after coming home at 4 AM, is too drunk to get up and watch his own children because my sister is at work. my mother who is 64, goes downstairs every day and watches them to ensure their safety until he wakes up. this has been going on for 2 years, and I'm about to go down and tear his ass apart. he will be aggressive and raise his voice, and I don't know what to do or say. I also don't want to frighten my niece or nephew.

Shouting at the kids doesn't constitute putting them in serious danger neither does sleeping past 11am. Is it a good environment for the kids? No, but the state wont fo shit unless there is actual physical or sexual abuse (with evedence). It will be very hard to get anyone to do anything about him just yelling at the kids. Your best bet is to confront him and tell him that his behavior is unacceptable and you need to be willing and able to do something about it. Dont be the primary aggressor but if he assaults you you can get a restraining order and effectively get him out of the house for a while. None of this really matters if your sister isn't willing to end it with him so you need to consider if you are willing to possibly lose her too.
