It is the Battle Flag of the Confederate Military, modeled I believe after a military flag of Virginia's military.
Second, more tellingly, this flag only started to be flown in earnest again during the 1960s (during the Civil Wars movement).
Nobody gave a damn about "Muh Heritage" until black people started to campaign for their rights afforded to them by the Constitution.
Hence the flag is a symbol of racism. If you want to be about heritage, you could start by actually flying the correct flag (The National Flag of the Confederacy).
