Actually, depending on what 200-series GPU that is, it may actually be decent. I'm still rocking my 290X and am just fine with it overclocked on my new 2700X system.
If you game at 1080p or lower, the 290X is still more-than-capable of handling almost everything at highest settings.
The 4GB of framebuffer is the only performance down side to that card.
As an example, GTA V still only uses about 3.7GB at the most when at 1080p. Don't forget, that card has a 512 bit memory bus at a not-too-sloggish clock rate.
Everything else about that system is shit, for sure, though.
Also, he's using speccy. Laugh at him for using speccy.

Part of the reason for the i5 product segmentation is the way in which the on-die hardware components that handle the scheduling for the multithreading can wind up being malformed more often than some other components(like entire cores) on certain series of their CPU's. Lots of their mesh-based stuff that either has higher core counts or is lower binned from higher core count parts. In some of these cases, the overall efficiency of the additional thread per core would be far lower than on a higher-binned version of the same segment. MOST of them are, indeed, disabled to artificially inflate i5 stocks.
