Two explanations: God allows free will, so he allows people to be wrong and make mistakes.
Second, God's will, intentions, and justifications for his "behavior" is irrelevant. God can do anything. That doesn't mean that God has to make everything perfect. God's will is the first and final will, so trying to justify it is impossible.
