You can tell by the manner of the sergeants voice when he was talking to the girl. He was calm gave her orders, she followed and nothing bad happened. When giving commands to the male he was not completing the commands like the girl. When they told him to kneel, he put both hands behind his back for a second. They were responding to a gun call, and he reached exactly where a gun would be on a person. When he was crawling he reached back to the same exact place and from the officer's angle that shot, he could not see his hand and took this motion as a threat and dealt with the threat.
