If a few cars are going too fast for other cars to reasonable turn onto the road, then that those cars will pull out really fast and inhibit flow and cause cars already on the road to stop short.
When this happens a domino effect happens where all the cars behind the initial car and the car that stopped short are now putting on their brakes and slowing traffic.
Not only that, but speeding on a city/surburban street saves you barely any time because going 5-10 mph faster than say a 40mph limit over a short distance (<10 miles) only saves you a minute or two at most.
