That was taken with the auto setting on a cellphone, but yes, absolutely.
I suggest looking up basics of photography, but you need higher shutter speeds to capture things in motion for them not to be blurry. That means that the shutter opens and closes very quickly, which also means that you get less light to the sensor/film. One way to balance that out is to have a higher ISO, or a more grainier photo.
So it really depends on a few things when shooting fast objects.
1) Your lighting conditions. The more light there is, the clearer your end photo will be.
2) How you want objects to look. You don't always want to have fast object be 100% clear. In that shitty photo I took, I like the way that the snowflakes are blurry as it lets you know how fast and how much it was snowing.
3) Your camera's, and your ability. Different types of cameras have different sensors. A lot of smart phones these days have really amazing sensors with high ISOs and excellent post processing. Lots also have some kind of professional mode where you can adjust any and all settings, like on an SLR camera. You still don't get the benefit of having different focal lengths on most phones, but it's like 80% there.
