I think the existence of those things was a symptom. /b/ existed as a small relatively isolated community with rules that attempted to make it more exclusive, as well as a culture that did the same (lurk more). As the community expanded the exclusivity and culture died and were replaced by meme happy shit raiders (cough, jessi slaughter, cough). You heard about it from someone else. The "wild west" aspect of the early years brought a free for all to boards and since relatively few people knew about them, raids, memes, "illegal" things got posted by those intelligent enough to find the place, but also deviant enough to make them into some of the purest examples of human nature when left to it's own devices. Mods were young and adventurous 20 somethings that let the boards run wild, because the rest of the regulating world hadn't caught on yet. Now a days, 4chan is mentioned on the national news, and the heat that brought led m00t and others to protect themselves from prosecution and ruin. No, it wasn't just growing up, it was outside pressure and sunlight that ruined 4chan. The spirit of that wild west internet is still alive though, and the people that hold it just moved to other boards where everything wasn't such a tourist attraction.
