ISPs actually like build in densely populated, affluent areas where they can cherry pick to maximize profit per capita.
They don’t give a shit about rural. In fact, that was the enthusiasm about fiber a few years back because At&t and Verizon didn’t have to play by the same rules as cable companies (building a certain percentage of infrastructure in rural and poorer areas).
The whole point of a government number on acceptable broadband speeds is a floor, not a ceiling. Without it, you might still be on dialup, depending on where you live.
