Even as far back as then it could be conclusively proven that institutionalized racism was responsible for black poverty in the US.
Romney, tasked with solving the problem of black riots figured out that he had to address the inequality and started measures in his home state of Michigan.

The difference is that due to discrimination by banks (back to Romney's discoveries) blacks ended up being centralized in inner city ghettos with no reasonable way out.
Being cut off from resources that most white people take for granted (access to loans, nutritional food, and education) is what's led us to the place we are today with millions of uneducated, poor blacks having no way to escape the endemic poverty.
