Ever heard of Big Flats 1901? It is Walgreen's own brand of beer they launched... SPECIFICALLY designed to be the CHEAPEST beer. It's 2.99 for a 6 pack. That's at regular price. Sometimes they put it on sale. That's less than 50 cents a can. Normally you have to buy a 30 brick to get that value. Also it tastes better than any other ultra cheap shit like Steel Reserve.
If you go into any Walgreens in a lower income area you should see that shit stacked high and proud.

I've tried it. It is "shit" - it's specifically designed to be cheap beer. Walgreens' CEO has said it's supposed to be cheap, not good. But compared to all the other cheap domestic options, I find it palatable. Seriously, for cheap domestic swill, Budweiser is expensive and doesn't taste good.
I'm a part time beer snob, I usually drink good/strong beer, drinking an Andygator right now. My go-to cheap beer is PRB since it is smooth and cheap and I prefer it over other cheap swill in that price range.
But if the question is what is the best poverty beer (and it is), the answer is BIG FLATS 1901. It doesn't taste good, but it has a crisp beer taste with only a hint of turpentine aftertaste, which is much better than Bud, Coors, or all the other major domestic swill labels. Served super-chilled with a cheese pizza or similar it's a perfectly enjoyable option. I do it sometimes when I'm in a ghetto area and I see Big Flats on sale in Walgreens.

Boil your mash, plop it in a bucket, add sugar and a whole packet of champagne yeast. Keep it in a warm place for a few days. If you want maximum alcohol you can wait for two weeks, but it should have at least 2% to 3% after just a few days if you used enough yeast. It won't taste wonderful, but it's beer and it's basically free.

You can get beer up to around 20% with Turboyeast. It'll taste like old socks, plastic, and nailpolish remover, but after a couple of glasses you won't care. The problem with Turboyeast is to get ABV that high you need to keep adding sugar to the fermentation. If you're willing to go with champagne yeast instead, it'll max out around 12-15%. It'll taste better too. But at that point you have something more like barley and hops wine than beer.

Also, simple instructions for cheap easy beer with low investment:
Buy food safe bucket (20 litres) and attach an airlock.
Buy brewing sanitiser and a brewing kit (one of those things with a jar of malt and yeast)
Sanitise everything well and follow instructions on the packet. Pretty much add boiling water to malt, let cool and add yeast.
In a couple of weeks, transfer to another foodsafe container (sanitise first) and add sugar (use a priming calculator, google that shit), bottle that shit (you'll need a capper).
IMPORTANT
Most important things to consider so your beer isn't shit:
Make sure everything is clean and sanitised.
Make sure your beer stays between 18C and 23C while fermenting (a little tricky, so monitor carefully)
USE PRIMING CALCULATOR WHEN ADDING SUGAR. Seriously, too much sugar = bombs, not kidding.
Be patient. Allow a couple of weeks in bottle to fully carb. They should be around room temp during this. The sediment will settle too, so leave them upright, and don't move them too much when you pour the beer into glasses. Don't pour the bottom 5% to avoid the cloudy sediment.

If you follow this, you'll have better beer than any of the cheap shit you buy. Brew something easy to drink, like an IPA or amber ale, if you just want a nice refreshing beer.
Temperature control is king for keeping the flavour nice in your beer. Look up cheap ways to do this that suit you.
Sanitation is also king if you don't want your beer to be infected. Don't worry if it looks weird when you open the lid, that's normal. Post a pic of it on the homebrewing reddit if you're worried. 99% of the time, it's fine.
I don't know what it is about old style but it's good. Put a touch of beer salt in it too.
