The fundamental problem is the current monopoly held by the major broadband providers. It'd be nice if free market pressures prevented ISPs from making dick-moves, but unfortunately there's no free market on broadband. So the FCC has to regulate it to prevent the price gouging and extortion. Except now they're not going to.

They literally started doing this, throttling service from big companies that didn't want to pay up. Net Neutrality was implemented to stop them. Now that one of Verizon's lawyers is head of the FCC, he's getting rid of it.
