I use both regularly. Yes they CAN be safe. But aren't always.
First step is the VPN. A paid one is the way to go. I use NordVPN and they have a 100% no logging policy, which means, all of my internet traffic goes through there servers first, and then they connect me to the desired web page. NordVPN is good because their are thousands of servers to choose from, and hundreds of countries to choose from as well.
The VPN alone is enough to remain anonomous 100% on any clearnet site. However, this is where th tor browser comes in to play. The tor browser is what keeps you even more anonomys. It connects to several different server locations, something like 6, before connection to the final location. This means that to track your origional IP address (which is actually the VPN servers IP) you have to jump through each of the 6 servers in the exact order they were established.
Although if you have a VPN and all you plan on doing is normal stuff you don't need a tor browser, or any of the android versions. However The tor browser also has a hidden perk of allowing you to connect to .onion links, and all the the deep webs hidden services.
Another note. there are hundreds of scripts that run on each individual site. If it is an illegal site, the tor browser has the option to turn off these scripts. These scripts have the ability to access information that can be used to identify you, such as your browser, computer specs, monitor size etc.
If you are going to download something off of the tor browser, make sure all scripts are off, and make sure you DEFINITELY have a VPN (because technically the VPN is downloading the content and just sending it to you after with no log history, so you're not actually doing the initial downloading)
Hope this helps. It's not fool proof. if you're stupid you're going to get caught. but keep in mind, the feds are looking for the producers, not the consumers.

Accessing the TOR network from a device that can't be linked with you, from a place that can't be linked with you, that's a big improvement. Encrypting your communications and only communicating with people you know and trust will go a long way toward keeping you safe.

The tor browser is not a virtual private network. The tor browser encrypts all of your data and connects to serveral different servers before arriving at the final location. however it is ALL on your internet connection. It is not a VPN.
VPNS take what you want, access what you want through their OWN servers, send it back to you, and don't log it in their history books.
The tor browser does not. it just encrypts and accesses. But at the end of the day, you could just decrypt your information and figure out who your ISP is and locate your IP and geo location and have you in handcuffs before you take a spoonful of cherios in the morning.

I use private internet access, they are pretty reliable and cheap. also don't store logs and you can pay anonymously through bitcoin and other payment methods. really depends what you are looking for though.
