i use gimp, but you can use ps or any other image editor that supports layers and masks and whatnot
make a layer with a color gradient for the bubbles, and delete circles in areas where you think you can successfully fix up details like straps. it's easiest to do this by keeping that layer semi-transparent
use clone tool, smudge, etc, to clean up straps and push in the edges of fabric
add a layer mask and make the bubble layer partially transparent
use the airbrush to fill back in opacity over areas that need it
add a drop shadow
in some images, you can go a step further and fix up the image enough to do a partially transparent bubble
