This was in South or Central America I believe. There are multiple brazen thefts like this going on daily. The guy that got out of his car and fired was an off duty cop. The thefts have been so common that the cops shoot the thieves on site and deal with it after. The thieves are also sometimes beaten to near death by multiple witnesses.
