Long exposure photo.
It makes any movement blurry. Try it yourself. That's why there's a "sport" setting on cameras, so there's no blur when capturing movement.
The long exposure is also responsible for the weird light effects, making them look like electricity, just like when people do long exposure pictures to do some light paintings with glow sticks.
I think it's just that normal cameras wouldn't work with all the radiation and heat emanating from the elephants foot.
There are tons of documentary explaining it, and explaining this picture. Its pretty famous if I recall correctly.
