In other words, you can download the Tor browser from https://www.torproject.org and it will easily allow you to bypass any restrictions that might be placed by your ISP.

They can't just move their servers because the information takes time to travel from one country to the other, if they did then many things like HD video streaming and instant notifications couldn't work. Even if the data travels at the speed of light(which it doesn't) it would take a really long time and still be very expensive to transmit information from say London to Los Angeles.
Also, all internet traffic travels through the US in one way or another, so no one would be excempt.

If they slow down the speed at which I can burn up my bandwidth, that just delays them getting paid again.
