Depends on the state. In mine you'd need a conceal carry permit to conceal or open carry a knife or other blades longer than five inches. You can open carry "blunt" objects and rifles though no problem, though that's mostly for kids walking home with their baseball gear and hunters with their rifles I would imagine. The shooter was outside of the church when the Good Samaritan confronted and shot him.
What the shooter had planned before he was confronted is anybody's guess. He might have been coming out to get more weapons or ammo (in the car) to go start shooting survivors inside the church, or gone to a church down the street that was also having services, or just planned to find a defensive position to have a shootout with the cops. It's impossible to know. The Good Samaritan could have saved 0 people or 6 billion people but it seems unlikely the shooter was going to just give up. At any rate, he did stop any potential future violence, which seems highly likely given what had happened in the minutes prior.
