There are existing regulations (rules not laws) with the FCC (and the FTC) regarding Net Neutrality.
What is happening is that those regulations are being cancelled/eliminated.
It is a done deal.

The comment period by the American public has expired (with the overwhelming majority being against revocation).

ISPs aren't interested in assigning priority to traffic at random.
