Comfy can be subjective. I can see a shot like that being in a horror movie or game, but it's still calm and atmospheric.
I could see myself quite at peace wandering through the foggy, dilapidated streets of Silent Hill, until a monster attacks. I guess then it's about context. Foggy and quiet can be peaceful and meditative, or it can be eerie and unsettling, based on the context.

I guess because both often involve some form of seclusion or isolation. A walk in a foggy forest could be really relaxing or kind of eerie depending entirely how you feel about it.
I think sometimes the only real thing separating the two is whether there is some implied danger in the scene. You could completely alter the atmosphere by playing a threatening drone over an image or some meditative ambience over the same image.
I dislike driving in general, but love it at night. Its cooler, its darker, less people, quiter, etc.
