Common misconception about horse meat in American "beef".
I used to work at a smaller packing company (still a factory) and horse doesn't mix until ground. Even then, too risky. Your beef is more likely mixed with colored chicken when ground. Other than that, beef is mixed with cheaper and cheaper beef, down to the tendons. You almost "get what you pay for."
