Not that I know of, some accounts are still not listed. For that you can copy the account number/username from their Facebook page and use the forgot password option. It will be partly obscured but if you know the person you can typically fill in the blanks

Check with https://haveibeenpwned.com (might have to do some digging to find the actual dumps) and hope they reuse their password with multiple sites.
Depending on the email provider you might want to use a VPN that is located to near where they live.

if you got access to someone's google account you can remote install the android lost app on their phone and then backup their photos or even take live pictures. i don't know of any way to directly download a google backup so far.
