As for the petition, it's patently absurd.
Each elector is allowed to vote their conscience, that much is true. But in the above scenario you'd still need 8 faithless electors in a single election. In reality, there have only been two this century: one person absained entirely and another accidentally pushed a wrong button. They're constitutionally allowed to switch their vote but it practically never happens.
