Yeah that was my thought too but you can see a yellow cord extending downwards from the bridge itself, although it doesn't appear to actually link to the wheelchair itself. I don't really know what's up with that but if you look up "bungee jumping paralysis victim" lots of sites are confirming that that is indeed what's happening in the video. But I have a hard time believing that it's ricocheting bullets. Most of his bullets do seem to hit the guy given the guy's reactions, and it seems unlikely that they would all pass straight through his body and still have enough leftover momentum to all ricochet off at least 3 different walls in order to make it to the very topmost corner of the room, and we don't see any sparks from the other two places it'd have bounced off of (wall and stair landing).
