The entire point of the game is that Chloe used her post-life animal magic as a butterfly to help Max deal with the grief of Chloe's death. The entire time was allowing them to catch up, rediscover their friendship, maybe fall in love, and come to a strong conclusion on their relationship.
It's a game about coping with loss. If you sacrifice Arcadia Bay, the next correction event will be even worse.
