I thought this was just being exaggerated until I played Morrowind. They can swoop in out of nowhere, hard to hit even at mid levels, and you can easily find yourself fighting 4 of these one after the other in some areas. Worst part is they sometimes just hover over you out of reach or get stuck in trees so you can't rest until you run half a mile which by then you have no fatigue and aggroed another 2 plus some other enemies.
