Yes, empathy can be separated into cognitive empathy and affective empathy. Cognitive empathy is the ability to understand and imagine what others are thinking and feeling, affective empathy is the emotional response that would drive you to respond appropriately, help them etc.
It may just be that you have normal cognitive empathy but below average affective empathy, it doesn't necessarily mean you're a diagnosable psychopath as I think you would have to be this way to an extreme degree.
