Europe/Europeans don't expect that at all. In fact, in some countries, like UK, Germany, it is against the law to be racist to another person. Now you can argue that goes against 'free speech', but compare it to America where private institutions can deny you access/goods/services based on what you said (i.e. you have free speech but you're not free from consequences of free speech in a private business). Also, America has 'free speech zones' and zones where the constitution oan't enforced, so you never know what you can say and where you can say it. I prefer the European way where free speech is clearly defined and if you want to join a neo-Nazi group you have to be secret about it, rather than flaunt it like in the States.
