Have been both a waiter and driver.
Kinda sucks if you don't tip because the driver is exposing himself to a lot of liability driving and in no way is compensated in a way that matches that amount of liability you undertake.
7.50 an hour plus at least half a tank of gas on a full shift is coming out of your pocket and you have to pay additional maintenance fees on your car while at the same time increasing your chances of dying in a fatal accident at least 10 fold and essentially setting yourself up for a lifetime of back problems while having nowhere near the opportunity for advancement you would at a hard labor job.
Waiters don't have that same liability but the restaurant supports the tipping structure because there would be no other reason to do the job if there were no tips.

Wouldn't fly for any waiter, at applebees sure but once you work at an actual establishment it's a skill that needs to be rewarded. If waiters stop getting tipped they'll stop trying to upsell shit to customers like expensive wine or food items. If customers aren't buying more than they would then the restaurant operating on slim margins fails to make money.
