If you want to make a character that is interesting in design, I recommend studying from real life, what makes a person a person? What is their most pronounced feature, try to exagerate said feature.
For example, in most drawings of Ceaser they give him quite a pronounced nose, even eagle like due to the hooked bird nose being a symbol of leadership and power.
If you just want someone to talk to you and explain all sorts of art tips, take a listen to this man.

My points are on the individual artist and not on a studio or fandom.
To limit yourself to one "style" in ignorance or denial of learning others just isnt something, in my opinion, an artist should do.
Nor should someone who hasnt been taught or learned how to draw be calling their lack of a style.
There are different ways to approach art, however, the best (in my and apparently alot of academy's rhetoric) is to learn how to properly draw from life first.
This is because, one can learn how to draw from life and then apply a style to it, giving them an almost unlimited amount of variety to their art.
While if you draw from a style, you cannot exactly reverse it back into life, since you do not know how.
Essentially, if you just limit yourself to this "ugly style" you'll end up as a one trick pony. Which isnt really good, considering art is dynamic and not stagnant.
To offer a return to your examples, Im sure the animators and artists at Squidbillies only do that style.
Likewise, alot of the reasons for these butchered or if not low quality productions are due to creative choices or budgeting.
For example of Space Ghost Coast to Coast.
Another improtant thing about the success of most adult swim shows is their demographic and story-telling. As in the case of SGC2C and ATHF.
